Introduction to Driving in Malta
Driving in Malta follows the left-hand traffic system (driving on the left, overtaking on the right) under the supervision of Transport Malta (TM). You can apply for a learner's permit once you turn 18 years old.
Step 1: Medical Fitness Certificate & Application
Submit a medical certificate signed by a registered medical practitioner confirming fitness to drive, along with your Maltese ID card or residence document to Transport Malta.
Step 2: The Learner Permit & Motoring School
Once your Learner Permit is issued, you must enrol with a licensed Motoring Training School and train under an Approved Driving Instructor (ADI) using a dual-control vehicle.
Step 3: Theory Test at the Theory Test Centre
Pass the computerised Theory Test at the official Theory Test Centre in Gwardamanġa (35 multiple-choice questions on highway code and traffic signs).
Step 4: Transport Malta Practical Driving Test
Complete the practical driving examination with a Transport Malta driving examiner assessing vehicle control, road safety, parking, and roundabouts.
